You are correct.  The oil is to make the piston move up more slowly
damping the oscillation that it would ordinarily have during moderate
driving.  Without oil the pistons move up (and down) more rapidly and
for racing this quicker response is desirable.  After all, don't the
pistons stay up all the time in a race??????
