Dean,
You can use the electrolytic process without immersing the part.
The ground wire still goes to the part you are cleaning and the
positive wire still goes to the sacrificial piece of metal. The
difference is, instead of using a bucket of solution, you use a towel
(soaked with electrolytic solution) between the part and the rod.
Keep the towel wet and the rust will be removed from the part.
I've done inner fenders and floors this way. Just don't let the part
(-) and the rod (+) touch each other. The soaked towel must separate
the two. You must keep the towel soaked with solution and you need
to use a fuse in the positive line in case the part does touch the
sacrificial metal piece.
I used an old brake rotor as the sacrificial "rod" when I did the
floors.
