Bill, Unfortunatly, it sounds like you need a new cork sediment bowl gasket. Order 2 or 3 while your at it... or make a new one from sheet gasket material. But the first thing to do is to put one of those lawn tracter plastic fuel shutoff valves in the rubber hose so you can fix it now and in the future service the pump whenever you need to.
