If you're worried about an explosion, remove the tank, have it cleaned at a
radiator shop. Then before welding or soldering, fill it with some dry ice
(That's frozen CO2).  The fumes from the co2 wiil dispalce all the oxygen
inside the tank, preventing any igniton.
