If this fellow hasreally fallen on hard times the least he could do is ship
you the fender collect. That aside, what does his falling on hard times
have to do with being unable to ship the fender to you? I think that he is
probably a rotter and a fiend and should be dealt with appropriately. I've
made some rather large transactions over the 'Net, and touch wood I haven't
been shafted. I try and build up a rapport with the person before doing
business, so that I can judge how to do business with them. After your last
chat with him, if he hasn't given you a satisfactory response & a shipping
ID, I would definitely class it as mail fraud and charge the bastard. I am
not a lawyer (although I did play one in a play) and so I can't advise you
on the intricacies of such a pursuit.
