The figure 8 gaskets are at the bottom of the wet liners/sleeves to seal the
cooling (water/antifreeze) system part of the engine from the part of the
engine which produces the power. This prevents water from getting into the
cylinders - which would be bad. The block in a TR4 is not bored out like
most blocks and water flowing around the wet liners/sleeves would flow down
into the lower part of the engine and eventually into the cylinders were it
not for the figure 8 gaskets. Hope that answers the question.
