Not incumbent, true, but that does not mean making our rules available to 
independent clubs and non-members isn't a good thing.

When non-SCCA clubs use SCCA's rules and class structure that means SCCA is 
the undisputed leader in the sport, and it means whether or not they intend 
to the independent clubs are preparing their drivers for SCCA competition.
