Hey, this ain't go-karts down at the local putt-putt mini-golf range or
doing donuts in an empty church parking lot with nobody else around.  We
play a semi-dangerous game here and we need rules to protect ourselves from
ourselves.  And folks should be held accountable to the rules if they want
to play this game.

How do you hold them accountable?  You make them own a rule book.

Top your #1:  Easy, all participants in KCRegion events MUST be SCCA
members, either full (dues paid) or Temporary (90 days to shoot or get off
the pot [SOGOTP] and go away).  And we are far from the only or first region
to require SCCA membership in order to play.  I have heard of no regional
programs suffering due to not allowing non-members to run their events.  It
also solves a lot of problems that those who don't have a vested interest in
the club's well being, as would a dues-paid member, can present.

To your #2: A short grace period.  Hey, I know, the 90-day SOGOTP period
will suffice nicely.

I said it would solve the issue, not that it would hold everyone's hand and
make them feel good about themselves.
