First, "Fast track" gets no hits because it's the wrong title. Try
"Fastrack."

That led me to "SCCA Garage" (terrible title, masking what is really in it),
which contains the past FasTracks.

HOWEVER,  that is still the wrong place to look. You will find Safety Belt
in RE News -- also in SCCA Garage. They're pdf files. I just downloaded all
the 2003 files until I found the one I wanted (the Page 1 index tells if
there IS a Safety Belt included)

The article in question is in the October 2003 RE News,  Safety Belt begins
on Page 9 -- but the thunder & lightning item is under the title "When do
you pull the plug?" at the bottom of Page 10.
