For the best (at least in my opinion) driving simulator, pick up a Sega
Dreamcast.  They are dirt cheap if you can still find them.  Then pick up
Ferrari F355 Challenge.  I would say that is the best driving sim
available on any console.  Too bad they don't have a good steering wheel
for the dreamcast.  Also, if you have a chance, play this game in the
arcade.  It is amazing using the 6 speed manual with a clutch, and no
driving assists!

GT3 for the PS2 is great as well, but I would not buy the GT3 steering
wheel from Logitech.  I think its called the GT force or something like
that.  I bought one, then quickly returned it.  The steering is very slow
since the wheel uses gears for force feed back effect.
