I would suggest a PC. For your driving experience to be at all enjoyable or
realistic, a force-feedback steering wheel and pedal system is a must. I
have the Logitech Wingman Force Feedback system and love it. Under the
control of a well-written game, with well-written and accurate feedback
code, it's incredible.

For example, in Sports Car GT you can feel the steering go almost limp when
you slide sideways in a spin-out.. or if you have a blow-out the car pulls
violently to that side. You can even feel the texture of the inside
red/white curb if you hit it while cornering.

A good PC processor coupled with at least a Geforce 2 video card gives you
video performance at least on par with, if not better than, the XBox and
PS2. (After all, the Xbox is just a 700mhz PC with NVidia sound/graphics
chips.)
