I have always preferred the Gran Turismo games. I
think that all of them, even the first, are far better
than any other racing game out there. I think they
are only available for the playstation but maybe for
the PC too. I currently have the first playstation
and Gran Turismo 2. Each successive edition is just
as realistic as the first with better graphics/sound
and more cars/tracks. For a steering wheel set up I
built a stand out of 2x4's to mount the steering wheel
to and the pedals to as well. This is necessary if
you want to use the wheel because you find yourself
tossing the wheel around, picking it up... and not
getting the precise steering input you need for such a
real simulating game. Most steering wheel/pedal sets
run about 50 bucks or less. For over a hundred bucks
you can get the force feedback ones that they make for
the PC and plug them into the USB port in the
playstation 2. The game itself is cool because you
can choose from several 100's of cars, new and used,
and hook them up with everything from exhaust systems,
to coilovers, to adjustable limited slip differentials
and sticky tires. Not only are there normal
racetracks (some are exact replicas of the greatest
tracks in the world) but there is also Rally mode
where you can race the popular ProRally cars.
A new playstation 2 and GT3 will cost a few hundred
bucks but I bet you could get a used playstation or
PSOne as they advertise now with a used GT2 and
steering wheel for around a hundred bucks.

Bottom Line- it is worth buying the system even if
this is the only game you would own (because it's
practically the only one I play)
