I would suggest using just _warm_ water with detergent in it. Don't boil it or you may have an exploded float in a hurry. While it is in the water, look around for the leak. It is probably a pinhole,

Well, since the purpose of the fuses/breakers is to protect the wiring harness, I would select something appropriate to the gauge of the wire feeding the horn. i.e. 18ga -> 15A.

I would suggest trying to shoot some grease into the rear bearings. I believe there is a grease fitting on the lower inboard side of the trunnion housing for that purpose. I didn't know about it and
