4 liters sounds way too small. Most cars take 3-4 gallons, I can't 
imagine any cooling system in a 2.5 liter car taking less than 8 liters, 
unless there's something else in the cooling system, either air or solid 
deposits, sand, crud, etc., taking up the extra volume.

A drained TR6 cooling system will take less than 2 gallons to fill.  And if
you only drain via the lower radiator hose (which doesn't fully drain the
block since the port is in the head anyway, you can refill with about 1.5
gallons.  That's a little more than 5.5 litres.  Since we have determined
that block drain is plugged it is safe to assume that the block was not
drained and this measurement will not indicate whether the block is filled
with debris or not.  Pulling the radiator hose will drain the radiator,
hoses and the head only.  It will not drain the block.

However, it would not take much volume of debris to pack in between the
cylinder casting and the outer casting in the block to prevent proper
circulation of coolant and the subsequent overheating associated therewith.
