Of course.  There are multiple places where water passes from the block into
the head, so if the back of the block is clogged up, the water just runs
through the front.  (It does start in the block and run through the head and
out through the thermostat, not the other way around, on a stock TR6.)

Does seem unlikely, although some gauges have a pin at 90C and don't read

Doesn't seem likely to me.  But I don't know for certain.
