With the engine not running, it should be easy to hear the distinctive
'clack' as the solenoid engages.  If you can hear it, then the problem is
not electrical.  The only requirements for the solenoid to engage are :
1) Ignition on
2) Shifter in any of 2,3,4 gear.
3) Switch in the OD position

How did you adjust the solenoid lever ?  If you used the book method with
the drill bit through the hole in the lever, then I would guess adjustment
is the most likely problem.  See Nelson's excellent article at

(scroll down about 2/3 for the instructions on setting the lever).
Basically, you have to remove the plug over the operating valve (which means
the tunnel has to be out, sorry), and measure how far the ball moves.
Movement at the ball should be around .015" or 1/64".  Less than that can
cause just the symptoms you have.
