Try soaking in a penetrating oil for a while. I found Kroil to be the 
best. Go to www.kanolabs.com for more info and special web offers. I had 
the same problem once. Used this stuff, then hammered the bolt just to 
break the seal up a bit so that the oil could creep in a bit more. Also, 
used a interesting tool called a "stud remover". They range from $5 to 
$35, sold in some common hardware stores and motocycle shops. I purchased 
an Thorsen Universal Stud Remover on eBay for about $10. Also heat applied 
liberately can work wonders.

Oh, also forgot the mention the most important factor... PATIENCE.
