I agree with George, the original harness cover is probably tearing and
bunching up. Cut (or go ahead and break) the wires between the head and
stator tube, and remove the stator tube from the column. (Another
possibility is that your stator tube is damaged, this way you can inspect
it.) Then cut the wires at the lower end of the tube, and unravel the
harness so you can pull on one wire at a time. Chances are good you can
get a single wire to pull out, making the rest of the bundle loose (if not,
repeat as necessary). I did this by clamping one wire in the vise, and
pulling on the tube. Running some current through a wire, or heating the
tube gently with a propane torch will also help.
