Should be easy to do.  12V solenoid valves are quite common, I got mine
at a surplus house for $3.50.  Whitney has a "fuel tank selector valve"
for $36 (the PI version is $53), and you can simply cap the unused
port.  They should also be available at most car parts stores, or
camping/trailer supply places.  Then buy a remote car alarm system with
an output for 'accessories' or 'starter kill'.  Depending on the alarm
you get, you may need a relay between the starter kill output and the
solenoid.
