Last time I dealt with DMV for a specific search... was a year in a half
ago... the new policy worked like this... YOU pay a fee... you fill out
a form... the current owner is found and notified of your request (and
reason) and he/she gives permission to the DMV to release the
information.    

So it's a lot more PRIVATE, then it used to be...  but I"m sure if you
wrote down that you used to own the car, etc... that the current owner
would have every reason to hear from you... and therefore... approve it.
