Richard,

I believe you are on to something. If first time drivers (age 16) would be
forced to drive VW Bugs, Morris Minors, Renault LeCars, Chevette Diesels,
etc.... for the first two years, this would be a good solution. They could
not obtain enough speed to get in serious trouble. But they could still
(eventually) get to football practice, school, etc...After age 18, then they
could drive the car of their choice.
