In the US, the system varies state to state... However, in many states, an
annual sticker is issued, which applies directly to your license plate.
However, in Pennsylvania, thieves have come up with the idea of nicking off
the corner of your license plate with tin snips, and then just gluing the
whole piece to their plate! I have seen many cars driving around with the
upper corner lopped off to provide these scum their stolen sticker.
Recently, Pennsylvania has opted to modify the system- now rural cars retain
the tag sticker, while urban cars(Philadelphia, Pittsburgh, etc.) have a
large (2 1/2" square) sticker which goes into the rear window, and has the
expiration date on it, with the vehicle license number on it in large print.
They can be clearly read from a distance behind, so anyone looking can
compare the tag to the sticker, and decide if they match or not. Haven't
seen any cars running around with holes in the rear windows yet!

(PS- Usually the stickers of either variety are color coded for year, and
number coded for month, as well as carrying a serial number)
