I think I'd either have to:
A) Glue to a metal disc and either bolt it in to the
dashboard or even better, adhere some copper backed
adhesive paper and run a wire feed to the postive
battery terminal. Then put a piece of stiff bare wire
up in front if it, going to ground...so you have to
reach through or brush against the wire to touch the
disc. The disc will probably get a little singed. But
if the thief does it potentially in a rain, he (or
part of his flesh) will probably still be attached to
the car when you leave for the morning.
Of course, if the thief has been electrocuted dead,
your car battery will also be dead, but you might be
able to jump start your car by attaching some jumper
cables to his nads.
B) Glue the piss out of it and adhere it to your glass
window. The only way they'll get it off is with a
razor knife and destroy it in the process. You, of
course can scrape it off with a flat blade/gasket
scraper with it comes time to renew, as it will be
worthless anyhow.
C) Train a video camera on the car (like the one paul
tegler suggested in the yahoo groups lists) and get
the bastard to pay the 2 pd. fine. (Yeah that will
show him!)

You could also combine all 3, enter the video on to
"World's dumbest criminals" or "America's Funniest
home videos and potentially win $10,000 US.
