We call this silicon remover which you use for cleaning a surface before
starting the paint job.
It does remove sticker glue also very nicely. But it is not rough to paint.
I'm not sure if it does remove Loctite out of a thread.

I just discovered that Paint prep cleaner (such as Acryli-Clean) works well
for getting gasket sealer off. I discovered this due to finding that a
bottle of Permatex Gasket sealer turned over in my toolbox leaving a real
mess. I scraped off the bulk of it but was able to dissolve the remainder
with that solvent without causing ill effects to my skin.

Lacquer thinner seems to clean anything but it's rough on the skin. That's
what I was going to use. Gasket cleaner may well be Lacquer thinner as I've
used thinner to clean gasket surfaces and it works well.
