The only thing I can think of is that you have a vacuum leak somewhere. Have
you tried the old " spray carb cleaner around the gaskets" trick? Did you
inspect the carb when you took it off... looking for any place where it could be
cracked, missing a seal (like around the shaft), bolt, etc... I am grasping
here, but I can imagine no other explanation. What does the plug look like?
