I'll defer to other MGB owners for details about what might be wrong
with your steering but I can safely say that, no, it is not normal to
have a 1/2 inch (or any) play in your steering. My snake has basically
the same rack-and-pinion unit as your 'B and it has zero play in the
steering. Sounds to me like there are some seriously worn components
somewhere in the system.
