Kendall,
  It's for the tach.  It just so happens Sunday I went over to help one of 
the other TR6s here investigate an intermittent tach problem.  The cable 
from the distributor fitting was bent up at an unnatural angle so it would 
fit through the firewall where the oil line goes in.  The inner cable had 
sheared but was making enough occasional contact to blip the tach needle. 
Time for a new cable (and correct routing through the hole you show).
  The thing is...this was done by one of the few (maybe the only) affordable 
LBC shops left on the island.  Pays to do as much work you can these days.
