Sight unseen, its almost impossible to get you any definite answers to any
of your questions. Having said that, I can from my experience working in
and around British cars for the past thirty years give you some rather
flippant answers:
Q:How hard would it be to restore it?
A: Easily twice as hard as you think its going to be. Allocate at least
twice the amount of time that you think its going to take.
Q: How much would it cost to restore it?
A: If you do the work yourself, about twice the amount you think it will
cost. If you pay someone else, quadruple the cost.
Q: Are the parts easy to come by?
A: Many parts are available from one of the "big three" (The Roadster
Factory, Victoria British, Moss Motors). Other parts are available from UK
based companies. But some parts are only available used (if you can find
them).
Q: Is it possible to paint the car myself?
A: Yes, its possible, but local/state laws and the $$ investment of
equipment to do the job correctly may make it better to pay someone else.
In short, restoring any car is hard, dirty, long work. Restoring a $1000
TR6 (can you say "rolling wreck"?) may be more of a job than you want to
tackle. But you ultimately are the judge of that.
