"That is an excellent point about the dissimilar metals and a separation material. " Except that the steering rack is the only place on a Spridget with the "protective" paper. If the main reason was corrosion prevention, then why no paper under the shocks and all the other places where aluminum touches steel? The "paper" is a "shim" to align the rack properly. That's all.
