So THAT'S why they put that paper in there.
I think it also took up any space between the ever so close tolerances
of the machined rack brackets ;)
I use electric tape as a replacement gasket/space taker upper.
And the only problem is a better isolated ground which shows up in a non
working horn due to that better isolated ground.
So I run a little ground wire from the rack to the chassis.
