It's an interdimensional transfer porthole, actually one end of a wormhole. 
Bolts/nuts/screws and
ballpoint pens go in, get processed and reappear in peoples' closets as wire 
coat hangers.

The oil passages on a 2000 are pretty big, like the size of the front cover, so 
I doubt if it is
plugged up. But the oil has to flow around the valve train to get there.
