I have a non-smog head on my 1600, never had that problem. (One Qt at a time, 
never bothered w/the bulk containers) 30 sec. doesn't sound all that bad of a 
time to wait - at least it WAS draining !!

Is the enginge high-mi? maybe the oil passages are starting to clog up? I 
wouldn't start to worry too much unless you start to have an oil-pressure 
problem. (BTW the guage on mine seems real sensitive to readings - all that 
I've seen seem to be that way.)
