your other option, if you have a good friend who is a mechanic, is to have him issue a mechanics lien. i think that's a multi month process, but an option

get hit with a financial penalty (and I have no idea how much) for not transferring. Up in my part of Ohio, the penalty was listening to the title clerk yell at me for 5 minutes or so, .... ...and $
