Use some jumper cables between the block and the chassis ground or the battery ground. You may have a grounding problem either with the starter or with the battery.

I think 2.5 degrees positive caster is too much. It might make the steering too heavy. Something like -1.5 degrees camber and +1.5 degrees caster should work very nice. 1/8" toe in is OK.
