Vapors from the intake manifold work their way into the vac line and into the
booster with the engine off. With the engine off the vac check valve leaks
slightly drawing vaport with it.
The fix is to loop the line above the top of the booster and add a charcoal
filter. GM cars from the late 70's and newer had a black fuel filter looking
unit on the booster vac line.
