Larry,
Interference of TR4A fan hubs with steering racks seems rather common. I have 
never had this problem with my TR4 but I do know the TR4A went to square 
motor mounts which side-by-side are a little shorter that the round TR4 mounts. 
Inserting one or two thick washers under the square mounts would be my first 
step (these washers are shown in some better TR parts catalogues). And you 
should 
be able to change the fat fan belt without much effort ie; the gap between 
fan extension and rack should allow thickness of the fat belt.
ps; when the engine revs it rotates motor a bit and can makes your gap 
temporarily smaller.
Another item on TR4As I've seen is a 2" round, by 3/4" thick, fibrous pad 
adhered to the inside of hood where a certain amount of 'hood bounce' upon 
closing hood, would bring your hood in contact with top of thermostat housing! 
(causing a nasty hood dimple). Again I've never had this problem on my TR4 but 
every very original 4A seems to have this pad. Be careful to get the motor in 
the 
right place - not too high or too low. And maybe make a hood pad out of 3/4" 
dense foam or thick layers of carpet padding.
ps; if you raise motor - you may want to raise radiator as well to relieve 
sharp angle of 'top hose'.
