Maybe someone can answer -- are these pumps always self-priming?  ISTR I 
once had to help it a bit when I replaced a mechancial pump and the tank 
was far from full.

Someone suggested an electric fuel pump -- I always carry a cheapo from 
Autozone as a spare as it can be quickly spliced in if (when) the 
mechanical lets you down.  You could pick one up for about 30 bucks, use 
it to diagnose your problem and keep it as a roadside repair item in the 
boot.
