Let's be fair here, Graham ... at least some of the blame falls to the folks
at Lucas and Triumph who could not figure out how to clean up the tailpipe
emissions with the PI unit.
And while Ralph Nader likes to claim credit for lots of things, in 1967-8 he
was still busy throwing rocks at General Motors and hadn't put on his green
suit yet. AFAIK he had nothing to do with the emerging emissions standards
of the day.
