Hi Jim,

You will likely get a lot of opinions on what to use, from ATF to gear 
oil to whatever oil you are running in the engine.  My opinion is that 
you need something thicker than the 3-in-1 oil.  The thicker the oil, 
the slower the needle will rise, and the richer the mixture will be on 
acceleration.  I'm using 30 wt engine oil in mine.

As far as the level, you don't want it so full that it overflows when 
the rod goes in that it overflows.  It can actually be pretty low (at 
least on an SU), because the rod goes pretty far down when the piston 
is all the way down.

Hope that helps.  You can play with the fluid to see what you like 
best.  I use a syringe with a short section of hard tube to remove the 
old fluid when trying something new.  Probably isn't critical to get 
every little bit out.
