On a TR3, the springs run _under_ the axle, not over as on most leaf spring
cars.  The "extra leaf" is added between the main leaf and the axle (it's
actually only a short section maybe 5" long), and has the effect of lowering
the side it is on.  Thus, it's installed on the passenger side to account
for the lack of weight with one person in the car.
