As Paul said, drill a hole (like 3/32") opposite the pin, and use a
punch to drive the pin remains out.  Since the opposite side of the fork
is not flat, project a line through the center of the pin, and
center-punch where the line comes out the side of the fork.  Start
drilling in the punch mark at right angles to the surface of the fork,
then after you've penetrated a bit, turn the drill to be inline with the
pin.  It's easier than it sounds.  The hole does not seem to weaken the
fork, you can reuse it.

Since the angle of the fork on the shaft is critical, suggest you first
replace the pin with a new one, then cross-drill the fork and shaft for
a Grade-8 bolt.  There was a link to a web page showing this posted
recently, unfortunately I didn't save the link.
