Actually one never paints over chrome, not because it looks bad (which it
will of course :-}) but because it won't stick. Unless you sandblast or
somehow rough up the surface, it will eventually just peel off, leaving an
even uglier looking rack. My advice, since you asked :-) is to sand
thoughourly with 400 grit sand paper until you achieve a dull haze, then
paint it with bumper black. This is a semi gloss black available at most
auto parts stores which actually shouldn't look all that bad. When the
time comes to re chrome, it can then be stripped, polished, and re-done if
desired -

See!? I didn't even consider the fact that paint doesn't stick to chrome!
I often wonder if my "Triumph/Automotive learning curve" will ever even
begin to level off.
Of course, this rack has been not sand-blasted, but it has been blasted by
the elements for the last 27 years. It's pretty rough already.
Nonetheless, I will take the 400 grit sand paper to it.
But bumper black? Really? In my mind it's GOT to be a silver/aluminum
colour. I guess. Maybe. Then again, maybe not.
Black, eh? Hmmm... would go with the bumpers. And the wiper arms. And the
tires. And the oil spots on my driveway. And my yellow lab providing she
gets a dye-job.
I'll ponder this further tonight. And talk to my dog about it.
