Actually one never paints over chrome, not because it looks bad (which it
will of course :-}) but because it won't stick.  Unless you sandblast or
somehow rough up the surface, it will eventually just peel off, leaving an
even uglier looking rack.  My advice, since you asked :-) is to sand
thoughourly with 400 grit sand paper until you achieve a dull haze, then
paint it with bumper black.  This is a semi gloss black available at most
auto parts stores which actually shouldn't look all that bad.  When the
time comes to re chrome, it can then be stripped, polished, and re-done if
desired -
