     You were correct in questioning the 20K figure.  The odometer disclosure 
statement
ought to be correct.  Otherwise it is fraud.  However, maybe no one really knew 
the correct
number, but a number larger than 20k ought to have been used.

The old one broke!  It probably could have been fixed, or at least the new one 
adjusted
to read the correct mileage.

Why bother?  You are not judged on the number showing.  However, you could pick 
another number
that is vaguely possible as the "real" mileage.  Say, 50,000?  In the end, who 
cares?  It is just there
to keep track of your fuel economy, right?
