Yes and no.

It can be turned off while you are in the car _if_ you use a 
reciprocating saw to cut a hole in the firewall large enough to allow you 
to reach into the engine bay to close the valve...

I believe Roger is referring to a standard plumbing ball valve.

You would have to open the "bonnet" to close the valve.

Of course, Roger lives in TX, they don't need no steeeekin' heaters 
there. 'Cept when the temps get below 60 F, and that only happens a few 
times per year...
