Ken, you are correct.  The dashpot oil in effect dampens the movement of the
piston, which allows less air into the carbs during accelleration than would
otherwise be the case, thus enriching the mixture for purposes of
accelleration.  At any steady running speed, the dashpot oil is just along
for the ride.
