Peter,

You say that the idle can't be lowered below 1000rpm, even with the
throttles fully closed.  Well, with throttle fully closed the engine
shouldn't run at all!  This might suggest that air is getting in somewhere
it shouldn't.  One possibility could be where the throttle spindles enter
the carbs - if this area is worn then it can let air in causing uneven idle
as you'ved described.  However, if air isn't entering the engine past the
carburettor jet I can't see how then engine would run, as it still needs
fuel...

Still, one area to look at.
