John,

Not speaking from any sort of experience, but I have my doubts that a
painted bumper will look even remotely similar to a shiny mirror-finish
chromed one, it may look more like a sort of matt silver.  Given that your
current ones are as bad as they are, and you can't affort new or re-chromed,
I'd give Manvers or TRGB a call to see if they have any lying around that,
while not perfect, may at least be better than what you've got.

BTW, I have heard (more than once) that a re-chromed old bumper is actually
better than a new one, the new ones that are available are very thin
(although I'm not sure whether the comment referred to the thickness of the
chrome plate or the bumper itself).
