When trying to trouble shoot something like this horn problem, I clip lead
a circuit breaker of equivilant value across the fuse terminals.  The breakers
are readily available at Radio Shack and or your local Auto Parts supply
house.  It's a lot cheaper than fuese.

I must admitt that I like the test light solution posed by Dan Canaan also!
