Hi L,
I guess the only way is to logically go through the circuit from fuse
box to horn relay to horn push button to horn, etc, etc. Perhaps start by
disconnecting the horns from the relay, replace the fuse and push the
button - if the fuse blows you know its the relay. Then use a multi meter
to check the resistance of each horn. It should be very low - like 2 to 5
ohms, so you'll need a digital meter. But if it is ZERO, you know the
problem is in the horn. Take jumper leads (or smaller) and test each horn
for hoot.
